The story
Place the 180-line disc on the mat, hold the strobe 2 to 3 cm from the lines while the platter spins, and read it: still lines mean the speed is right, lines drifting clockwise mean fast, anticlockwise mean slow. It works with any turntable, and with a Neo PSU you can trim the speed until the pattern locks.
The unit runs on a 9 V battery that comes fitted. It is the quickest way to confirm a belt change or a PSU adjustment has landed.
